How the Pokagon Band Built Rolling Embers
The Pokagon Band of Potawatomi Indians, through its development authority (PDA), sought to diversify beyond its casino-driven economy. In 2021, the Band identified cannabis as a promising opportunity in Michigan’s rapidly expanding adult-use market. For Tribal Nations, there are clear tax and operational advantages when entering the cannabis industry, however community support and operational knowledge don’t always exist as an internal resource and can hinder business development timelines.
While the potential was clear, the path forward was not. The Band faced complex questions: Should it pursue a state-regulated facility or create a sovereign regulatory framework? Could it support cultivation, or should it focus on retail? And how could it develop a distinctive brand in a competitive landscape?

The Challenge:
Entering a New Industry Without a Roadmap
When the Pokagon Band first approached Opus, they knew they wanted to explore cannabis but faced several uncertainties. At the time, Michigan’s cannabis industry was booming, but navigating the right entry point was complex.
The Band considered two models: entering the state’s adult-use market under Michigan’s existing framework or creating a self-regulated operation on sovereign land. Each option came with significant implications for licensing, inventory sourcing, and long-term sustainability.
The PDA turned to Opus to evaluate both paths, assess feasibility, and design a strategy that would not only generate revenue but also reflect the Band’s cultural and community values.

Opus delivered a phased approach, blending strategic planning with hands-on execution to bring Rolling Embers to life.

Regulatory and Strategic Foundations
Opus began by helping the Band evaluate two regulatory options: working within Michigan’s state framework or developing sovereign cannabis regulations. After careful analysis, the sovereign approach was chosen. Feasibility studies assessed locations, supply chains, and the viability of cultivation. Given falling wholesale prices, cultivation was ruled out, allowing resources to be focused on retail.

Brand and Market Positioning
Through surveys, community engagement, and creative collaboration, Opus helped shape the Rolling Embers brand identity, including the name, logo, and visual direction. The retail concept emphasized a clean, modern design paired with a rare cannabis consumption lounge, setting it apart from competitors. A marketing playbook was created to guide social media, advertising, and community outreach.

Retail Buildout and Operations
Opus oversaw key elements of the retail buildout to align the customer experience with the brand vision. The team also established operational systems, including POS, IT, and security, and created standard operating procedures for administration, procurement, HR, and compliance with the Band’s new regulations.

Launch and Post-Launch Support
Rolling Embers opened on April 20, 2023. Opus co-managed PR, event execution, and ongoing marketing content. Post-launch, Opus remained closely involved through weekly management meetings, on-site visits, and performance monitoring. Exclusive vendor partnerships and the consumption lounge reinforced Rolling Embers’ position even as competition grew.

Strategic Guidance for the Future
Over 18 months, Opus coached Band leadership, supported staff development, and evaluated new opportunities. When a second location was considered, Opus provided financial analysis that determined best fit timing for expansion considerations.
As competition entered the market in the months following the launch, Opus helped Rolling Embers stay ahead with exclusive product deals and by leveraging its consumption lounge as a unique community hub.
